To draw them yes, but I find Photoshop is better for resizing, OC makes the resize look pretty bad when shrunk so small.

If you mean the icon I have now, I didn't make it, my little sister ~pollo-chan did.

The main program I use is Open Canvas 4.06. I rarely use Photoshop for resizing and some graphical changes as well.
